Foreign tourists tested on NZ roads with a driving theory test.

Only 3% passed.

Chinese drivers have presented themselves as extremely high risk on NZ roads, so there has been a push to improve their training, or ban them from driving.

Most people have taken a driving test in their country, though since I have taken the NZ one too and don't think it would have changed much I agree with this point--
