I try to think about this regarding these factors:
- how evil?
- how powerful?
- how interesting/"fun"?
- how do they affect the main hero emotionally/personally?
- how sympathetic?

Easily the villains of the first two Raimi movies for me -- so Norman Green Goblin and Doc Ock. Actually two of the best villains in any superhero movies.

I feel like they did a really good job with the MCU villains to make them more intimidating and impactful than the villains really appear in a vacuum.

I always thought Mysterio was interesting. Not as effective at the 'screw with the protagonist's head' schtick as Scarecrow because his illusions are just movie props, and he's exceedingly easy to defeat the moment Spider-Man learns to trust in his spider-sense, but there's something personally interesting about a liberal antagonist who distorts the truth and defames the protagonist. Plus, he looks cool.

Loved how Warren Ellis made Norman basically Donald Rumsfeld in Thunderbolts. As much as the purists disagree, he's indisputably been Spider-Man's arch nemesis since "The Night Gwen Stacy Died" and Raimi reinforced that with the casuals. Plus, he's great for the class conflict angle. Ditto for Kingpin but he got donated to Daredevil when he was a C-lister and he's not really a Spider-Man rogue anymore. Doc Ock was trying for a 'dark reflection of the protagonist' angle early on but he's kind of a generic mad scientist archetype and basically an anti-hero at this point. Symbiotes are overdone and I'm tired of hearing about them. I'm too young to care about Hobgoblin, and the Lizard was only really interesting in the TASM franchise where they tied him to a conspiracy behind Spider-Man's origin.

When I was very young, I thought Electro and Mysterio were Spider-Man's coolest, most interesting villains. Growing older and seeing these movies hasn't changed my mind
