I think a very large part of the 1994 base was Southern male voters that had voted Democratic for their congressmen, but had voted for Republican presidents and were starting to think of themselves as Republicans now for all other elections.  A lot of Perot voters too that didn't like Bill Clinton probably voted for Republicans in Congress.
