In 2020 Biden received 30,000 more votes in Florida than in Texas, and about 15,000 more votes in Texas than New York, due to Florida having much higher turnout than the other two states.

His vote totals will drop in those three states, but Texas will be the one with the highest total for him because I expect the drop to be even more severe in Florida. New York will see a drop that allows Trump to get a Joe Pinion vs Chuck Schumer 2022 type margin.

Probably Texas. I have Joe Biden narrowly winning Texas by around 10,000 votes, though Greg Abbott will certify Texas as 51-48 for Donald Trump. New York I think will be 51-47 in favor of Joe Biden, while Florida I have going for Donald Trump 54-44.

TX even if he doesn't really get a swing his way. The state had some of the lowest turnout in the 2020 election and is likely to see increased investment due to the Senate race. FL on the other hand is likely to see dramatically less investment in 2024 and is a strong candidate for some of the strongest turnout drop-offs. NY is also a state with unreliable turnout patterns and a strong candidate for Biden to lose ground from 2020.

In which of the following states will Biden receive his highest quantity of pure votes counted?

Apart from California, obviously Texas. Its population  is growing  at a much faster rate  than  New York's, and it's trending leftward  while  NY gets redder  at  an alarmingly high pace.

What did MATTROSE94 mean by this.

Probably something along the lines of Harris' results being overturned with the new law state Republicans passed giving them the ability to nullify results in counties with over 3 million people.
