It's largely a reflection of his increased popularity with Catholics compared with 1952, which also can be seen in the Northeast. I would also guess whatever blacks could vote were also more pro-Ike than in 1952 as well. Eisenhower actually lost ground in North Louisiana, which later voted heavily for Goldwater in 1964 and David Duke in the 1990s, where votes were cast for unpledged electors by the most militant racists angry at Brown v. Board.

Eisenhower supported state control of Louisiana's oil deposits (which caused political boss Leander Perez to support him), while Stevenson insisted in federal control.
