THE FF ACT OF 2023

Section I — Title

This resolution may be cited as the FF Act of 2023.

Section II — The FF Act of 2023

1. Title IX, Section IV of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

(a) In general. —

A “Gun License” shall be required to purchase, sell, or possess a gun in Lincoln.

(b) License types. —

There shall be the following categories of gun licenses —
(1) Class A, for rifles and shotguns; and
(2) Class B, for Class A weapons and handguns.

(c) Renewal. —

An individual shall be required to renew their Gun License every 10 years.

(d) Suspension. —

An individual's Gun License may be temporarily or permanently suspended by the court as a result of a criminal conviction relating to the violation of this Act, a violation of another gun law, the use of a gun in a crime, a crime involving bodily harm, or domestic violence.

(e) Requirements. —

An individual shall apply at a at a drivers license facility to get or renew a Gun License, where they shall —
(1) undergo a universal comprehensive background check;
(2) not have been adjudicated as a mental defective or committed to a mental institution by a court
(3)(2) show proof of passing a gun training and safety course at a drivers license facility or on a drivers license facility website; and
(4)(3) pass a gun safety exam at such drivers license facility.

(f) Driver's licenses facility. —

The Bureau of Firearm Safety and Licensing shall provide to drivers license facilities the necessary courses for gun training and safety, accessible both —
(1) at the drivers license facility; and
(2) online.

(g) Waiting period. —

An individual shall not receive a gun license for the first time no sooner than one week (168 hours) after applying for one.

(h) Failure to comply. —

An individual that shall violate Subsection (a) may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.

2. Title IX, Section VI of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

(a) In general. —

No individual shall purchase, sell, or possess
(1) bump stocks; and
(2) magazines that hold more than 1030 rounds of ammunition; and
(3) semi-automatic assault weapons or, defined as semi-automatic rifles and semi-automatic shotguns
.

(b) Penalties. —

An individual that purchases or sells, or possesses one or more of the devices in Subsection (a) may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.

3. This act shall take effect on March 1, 2023.

3. L 10.25.4: Soft Drug Legalization and Taxation Act will remain repealed.

Section II: Lower Vice Tax

1. An excise tax is imposed and assessed upon the sale of the following products at the corresponding rate.

a. Tobacco and Nicotine Substances: 15%
b. Alcohol: 10%
c. Cannabis: 10%
d. Other Non-Medicinal or Recreational Drugs: 10%

Section III: Tax Cap

1. To avoid over-taxation on the products outlined in Section II-1a through II-1d, the above tax rates will be complementary with the federal budget, thus creating a tax cap that -
a. if federal tax rates are higher than the Lincoln tax rate, the Lincoln rate shall not be applied.
b. if federal tax rates are enacted, repealed, or adjusted, the Lincoln rate shall be adjusted accordingly.

Section IV: Implementation

1. This act takes effect immediately upon signing by the Governor.

1. The Lincoln Department of Education must always ensure -

a. Lincoln public school districts receive adequate funding for all academic programs containing active and enrolled students.
b. Lincoln public school budgets do not depreciate or decrease insofar as the regional budget allows.
c. All communities throughout the region have access to public schooling systems.
d. Public schoolteachers, counselors, professors, and officials employed in the Region of Lincoln adhere to the Lincoln Curriculum pursuant to Title 13, Section 11 of L.C. 6.21 Consolidate Laws of Lincoln Omnibus Act, LGC 4.9: Bilingual Education Act, LGC 5.3: Lincoln Dreadnought Literature Recognition Act, and LGC 11.1: Bilingual Lincoln Children Act.
e. Educators adhering to regional guidelines be allowed to introduce new or reconditioned lesson plans, teaching methods, processes, strategies, and concepts, per the approval of the respective school board, district superintendent, and/or Department of Education official.

Section II: Protecting Education

1. Lincoln public school districts shall not have their funding revoked, depreciated, rescinded, or otherwise reduced as a penalty or punishment.

2. Public schoolteachers, counselors, professors, and officials employed in the Region of Lincoln shall not be reprimanded, threatened, or penalized by their respective school districts for utilizing teaching methods or concepts pre-approved for their respective curricula.

3. Whereas federal funding is revoked, depreciated, or otherwise rescinded from Lincoln public schools, the Lincoln Department of Education shall seek to reimburse the funds necessary for continued operation and maintenance.

Section III: Implementation

1. This act takes effect immediately upon signing by the Governor.

Section I — Title

This resolution may be cited as the Major-Focused University Act.

Section II — Major-Focused Universities

1. All public universities in Lincoln shall abolish 'general education' requirements, and replace them with a set of required classes for each major; these required classes are to be relevant to the major in question.

2. Universities will be given three months to fully abide by this act; if they do not abide by this reform within 90 days of this act's passing, they shall have their funding cut to 50% until they do so.

3. This act shall take effect immediately.

2. L.C. 6.21: Consolidate Laws of Lincoln Omnibus Act, Title 6, Section 7 shall be amended as follows:

Section 7. Abortion services

(a) In general. —

A licensed or certified health care practitioner acting within his or her lawful scope of practice may perform an abortion when, according to the practitioner's reasonable and professional judgement that —
(1) the patient is within twenty-four weeks from the commencement of pregnancy; or
(2) there is an absence of fetal viability; or
(2) (3) the abortion is necessary to protect the patient's life or physical health.

(b) Protections. —

When any person has had a judgment entered against them, in any region where liability, in whole or in part, is based on the provision for reproductive health care services that are permitted under the laws of this region, such person may recover damages from any party that brought or sought to enforce the action leading to that judgment.

(1) Recoverable damages shall include:
(i)Damages created by the action that led to that judgment.
(ii)Expenses and attorney's fees spent in defending the action that resulted in the judgement's entry.

(2) Medical records and communications related to reproductive health may not be released without written consent of the patient or patient's legal representative.
(i)This shall not be construed to impede the sharing of medical records as permitted by regional or federal law.

(3) No judge or court justice may issue a subpoena requested by a commissioner appointed according to the laws of any other region or government when that subpoena related to reproductive health care services that are permitted under the laws of this region.

(4) No judge may issue a summons in a case where prosecution is pending, or where a grand jury investigation has commenced, for a criminal violation involving reproductive health care services that are permitted under the laws of this region.


Section III: Implementation

1. This act takes effect 60 days following signing by the Governor.

Schoolyear Reform Act

Section I. This bill will be known as the Schoolyear Reform Act

Section II. Addition of lower grades
This bil will allow for the implentation of universal daycare and preschool. Daycares will operate on a 24/7 drop in/off basis while preschools will operate with the below schedule.

Section II. Scheduling:
School days will be offered in 3 shifts  chosen by the parents of children.
A traditional schedule (Typically 8-2 PM)
A night schedule catered to parents who work the night shift or teenagers who focus better at night in which the school day starts 2 hours after school lets out (Typically 4-10 PM)
An overnight schedule for parents who work overnights and cannot afford any babysitters 2 hours after the night school gets out (Typically 12-6 AM)


School operations will shift from a nominal August/September to May/June timeframe to all schools in Lincoln starting the first Monday in March and getting out in December. This is because technological advances has made the need for Summer vacations obsolete and encourages families to go to warmer weather during the Winter. As a result of the additional shifts, those in half day preschool/kindergarten will be allowed to spend part of their day/night in daycare until their parents pick them up.

There will be 3 vacation periods during this timeframe
Vacation I: Week of 4th of July
Vacation II: Week of Labor Day
Vacation III: Week of Thanksgiving

Section III. Employment
Traditional scheduling will be prioritized for older (defined as school workers over the age of 40), although any employee can request to work any shift with shifts available depending on availability.

After/before school care will take place in between school shifts

Section IV: Food
Traditional shift will be given standard breakfast/lunch
Night shift students will be given dinner.
Overnight shift will be given breakfast.

Low income students regardless of shift will be provided with take home meals for any meals that will not be eaten at school.

Section V: Scheduling
Schools will operate on a Monday/Friday schedule with the 12-6 shift starting on Monday's and the 4-10 shift finishing on Friday'

Section VI: Air conditioning
Schools will be required to have properly operating

Section  VII: Child care
Periods of before/after school care will be provided during the times schools are not in session at the Elementary School level.

Section IX: Implementation
This law will take place on a phase in basis beginning with Preschoolers in March of 2024 finishing with all grades during the 2038-2039 time period. Those currently in Preschool (age 4) will have the option to remain in daycare from August/September-March 2024 until the new plan is implemented.

Education Reform Act
Section A. This section will be known as the Education Reform Act

Section B. Implementation
The following will be added in addition to LGC 11.52 Major-Focused University Act. The purpose of this bill is to acquaint students with courses that are more relevant to their major. Similar to LGC 11.52, a student should not be required to take algebra if they are studying to be an artist.

A. Starting in Jr. High/Middle School, students will be allowed to focus in the following concentration areas:
Business
General (Traditional)
Hard Science
Humanities
Languages
Musical Arts
Special Education--See note below
Social Science
Technology
Vocational Track (At a separate school)

Programs will be offered within each town's public school. except for the vocational track which will take place either in existing vocational schools or as part of a new campus. Schools who lack adequate funding for certain programs will be given appropriate funding.


B.

I. High School students will be allowed to major in a college type major programs operating on a college type schedule. Each county will operate a school for each of the concentrations equaling a total of 8 schools within the county. Students may choose what courses to take, although similar to college they will have to stick to their major in order to graduate on time.
II. General/traditional/undecided students may take courses at multiple different schools and if LGC 11.56 passes, then middle/high school students can take courses at any time as long as they have parental consent.

III. Students entering High School may change their major but may need to take additional courses depending on the major they choose.

IV. Each school will have to designate resource rooms based off of interests if applicable and/or population. Students with disabilities cannot be discriminated from programs as a result of disability but the major designation are for those who require additional supports which cannot be met in a general education classroom. Students who require a combination of special education and general education courses can graduate with a High School degree with a degree of their choice.

Section III. This bill will  begin on a phase-in basis for entering Middle School/Jr. High and Sr. High students beginning during the 2025-2026 class period with all students participating
during the 2028-2029 school year. The curriculum must be approved by December 31, 2023. The planning of new buildings must be approved by June 30, 2024 and construction of the new buildings must be completed with a deadline of June 30, 2025.
