He had already come very close in 1992, and he contested this state in 1996 in order to flip it. Geographically, he won by increasing his vote share in Maricopa & Pima Counties, along with Northern Arizona.

He was moderate enough and appealed to the Sun Belt.

He won nationally by 8.51 which was enough to flip the state.  From 1992-2004 Arizona was pretty consistently in the range of 6-8 points more GOP than the nation as a whole.

It's interesting how the state went Bush 92 Clinton 96, but the only actual county flip between the two elections voted the opposite way. Cochise County went Clinton 92 Dole 96.

Same deal as Burke County GA (A Clinton 2016 Trump 2020 county) being the only county flip in Georgia in spite of that state voting Trump 2016 Biden 2020.

The real question is how Dole won CO and only lost NV by 1 at the same time he was losing Arizona by 3. Obviously, Clinton really targeted the state as it had the longest streak of voting GOP at the time.
