Who are some people that voted Democrat in Vermont when the state was still heavily Republican?

Jacksonian Democrats, though certainly fewer than in Maine and New Hampshire, northern New England was far less Whig than Southern New England and that would include some percentage in Vermont as well. Democrats were far more competitive in the state in the Second Party System era, then during the third or fourth.

Indeed, 1928’s denominational polarization brought Northeastern White Catholics into the Democratic column. Smith flipped Chitteden county due to its urban Irish-American enclaves in similar fashion to his strong showings throughout New England, New York, and the Scranton metro.

Interestingly there's a handful of small towns (presumably mostly Protestant ones) in VT that trended against him significantly also.
