AN ACT
To Protect Our Environment Through The Private Sector


Be it enacted by the Parliament of Frémont assembled;

Section 1. Title

This legislation may be cited as the Corporate Environmental Protection Act

Section 2. Incentives

The government shall be empowered, at the discretion of the First Minister, to authorize the distribution of regional funds to encourage private spending in the renewables sector.

Section 3. Mandatory Expenditures

An amount totaling $1 Billion shall be spent over three years on developing carbon capture technology throughout the region.

Section 4. Tax Cuts

Corporations that undertake sequestration measures shall be allowed a 5% partial exemption from regional taxes.

Mandatory government regulations breed resentment. This legislation will ensure that corporations have an incentive to act in the best interest of the environment without forcing a one-size-fits-all rule onto them.

We're going to need estimated cost figures for the tax code, which, if you believe Truman, not only abolished state and local taxes but also eliminated all non-sin taxes for all but the very rich.

I don't even know when the last time was we passed a budget, but the federal budget hasn't even been done yet and I'm supposed to be helping with that as well. We might have a problem here.

So on the matter of taxes in general, we definitely need to make some cuts. I didn't realize until seeing the last budget that our regional and federal rates combined confiscate 100% of wealth from the top brackets. And while I'm all for progressive taxation, this is just plain unrealistic and we're lucky we don't have a CG right now, otherwise this region would be in a deep recession.

And we can afford to pass tax cuts with our surplus. In fact, we might not be getting any revenue at all depending on how you look at it. Conventional wisdom is that revenues decrease when taxes are too high or too low.

So I do apologize to the sponsor, but I'm grateful knowing that we have a problem that needs to be addressed right away before we can spend any more money that we may or may not have.

I am not sure if this is a good way to address enviornmental questions in general, but this is definitely a bad way to address problems with our tax code, so I am not at all convinced.
