HW Bush maybe? But in all seriousness if Carter somehow managers go get re-elected in 1980 then the republicans would easily take over both the house and senate in 1982

Who do Republicans go with in '84?

Implying the Republican nominee was somebody else in 1980? If Carter defeats a non-Reagan moderate then maybe the nominee is a conservative like Jack Kemp. If he does defeat Reagan under OTL 1980 conditions then it probably discredits Reaganism for a long time. My guess is that the nominee in 84 is a moderate but not Bush since Bush would be discredited from being on a ticket with Reagan.

Senate Majority Leader (the GOP would most certainly retake the Senate in a second Carter term, and maybe the House with it) Howard Baker. Bush would be too tainted by a Reagan loss, Kemp would go nowhere due to Reaganism being discredited, and Bob Dole is, well, Bob Dole. Baker likely goes on to narrowly beat Mondale in 1984.
