I voted disagree, but find this question a little bit odd or confusing. The number of government programs is less relevant than their efficiency in general. So you can support reducing the number of programs or merge them while increase funding and/or efficiency.

I think we should reduce the number of programs by a lot, but that benefits shouldn't be cut by similar margins. Just merging, say, all food aid programs into one could save money while ensuring people don't starve.

Somewhat disagree, non-critical. 

"Government programs" (like everything in the Political Matrix) is so weasely and non-specific.  It ostensibly includes welfare schemes like Social Security and crop subsidies which I think are generally good things but also captured regulatory bodies and redundant bureaucracies that need to be dethroned for the sake of preventing technocracy.
