No, he wields more power as the future chair of the Judiciary committee than he would as a low-ranking senator. He has a safe district, so he can just sit in the House and accumulate influence there.

If the House somehow doesn’t flip or he somehow loses his 2022 primary due to redistricting?  Absolutely.  The only reason he didn’t run in 2022 was b/c he wants to chair the House Judiciary Committee.  Otherwise, not a chance; he wouldn’t give up the Judiciary Chairmanship.
