Ugh, Nixon I guess.

That said, Nixon for sure did more harm because he was in a more powerful position.

In many respects Nixon was the last liberal president, before the neolibs took over.

In certain ways, yes. His administration had both neoliberals like Volcker and members of the old guard like Marshall. I would argue him and Ford were both transitional presidents between the New Deal and Reagan epochs. It was Reagan who ushered in the decisive and unabated era of neoliberalism, though Washington and the Fed had been moving in that direction since the mid seventies.

The post war Keynesian consensus was still around when Nixon was President. Nixon also created the EPA and enacted wages and price controls.
