Louisiana breaks the Deep South trend in that its lowest-income district is not the VRA one, but rather a rural district with a non-Hispanic white majority. So I looked up the other states as well. Except for the 18 specified with their ranking in state, they are indeed the poorest districts in their state. Sometimes lower than a majority-minority district, but more often in states that do not have a majority-minority district.

I used 2019 ACS data, found here.

These are not adjusted for cost of living, and Florida's retiree population makes an appearance.

Democrats represent 16 of these districts, marked +D, exactly 1/3 since 2 states have no majority-NHW districts.
7 of those are either in New England, at-large districts, or both.
2 are only about half-NHW, in Indianapolis and around Baltimore, so I listed the next-poorest as an aside.
Kirkpatrick's Tucson district is just poorer than Gosar's western AZ one now, and then there's the Oregon 2-university district.
The other 5 are inland Northern cities, no surprises.

According to DRA, MD-02 is now only 44% white on 2020 Census numbers.
