The most Catholic non-Romance country I'd imagine would be Poland

The least Catholic Romance country is almost certainly Romania, where the traditional religion is Eastern Orthodoxy, not Catholicism

     Moldova narrowly edges out Romania, though most people don't realize that Moldovans speak Romanian. Excluding Eastern European countries, the closest runners-up would be a few countries in Latin America that are only plurality Catholic now (e.g. Guatemala, Uruguay).

I can't tell which category OP is including the Philippines in, but a decent argument could be made that it's a contender for most Catholic non-Romance since most Filipinos do not speak Spanish. Malta is also a possibility since Maltese is related to Arabic rather than Italian.

Depending on your data source, Croatia may be more Catholic than Poland.

Least Catholic Romance-speaking country is a bit tricky as it depends on if you count those which are majority Romance speaking or those which have a Romance language as one of their official languages. A few African countries have a Romance language as a co-official language and are >90% Muslim.

Among non-Romance countries, I'm guessing Ireland was at least close in the past, but not anymore? And I've heard Lithuania is a bit like Poland, but maybe not quite as religious.

Ireland, Austria, Lithuania, Poland, Croatia (and it’s little brother Slovenia), Czech Republic, Hungary, and if you want to count Belgium as Dutch are the traditional non-Latin Catholics.

Of those, I’m guessing it’s got to either Hungary or Poland as being the most religious.

Malta is the country that first comes to mind when I think of "most Catholic" countries. The Maltese in Malta are extremely Catholic, but Malta also has a large foreign population that is quite diverse, so I guess it depends on how you count those people.

Certainly, their corruption, central role in the global gambling industry, and selling passports to the global economic elite are very Catholic.

Or Switzerland, historically, in French Switzerland, Protestants outnumber Catholics by 2:1. Of course immigration and the long drawn out death of Calvinism means there are now two Catholics for every one Protestant - but there are still only 30% self-identified Catholics these days. Different story with the Italians, but they are numerically much smaller.

You don't need to go down to the city level. First-level administrative divisions such as Xinjiang, China; Bayan-Ölgii Province, Mongolia; Jammu and Kashmir, India; and four provinces in the south of Thailand are all majority Islamic.

i can only think of Some of the least Catholic parts of mostly Catholic countries
Mexico- Chihuahua especially in the mormon areas, the more touristy beach areas of Cancun, Acapulco, northern half of the country, and several parts of Chiapas state 
Philippines- Marawi area

Not at all, Lithuania and Latvian are distantly, but related to the Slavic group.

And Malta is related to the languages of the Umyahad Caliphate conquerors, the mark of which is still left even today in Spanish and Portuguese, if not necessarily for the same reasons.

But you are correct that neither are Romance languages.

And something unique about Ireland the country itself it is part of the British Isles but unlike the rest of the isles which is mostly protestant/angicalist it is mostly Catholic.
