I started with the declaration of the Kingdom of Afghanistan in 1926. Contested or transitional leaders have been starred, but were included for completeness sake. Included Saleh because he claims to be interim President even though the remaining rump only controls about 1% of Afghanistan’s territory.

Easy answer is Mohammed Zahir Shah, who was a very good leader not just by Cold War standards but even by modern standards.  He's universally-popular in Afghanistan today and it's no coincidence that the United States brought him back to grant legitimacy to our newly-constructed Karzai government.
