As in the district that would give the highest percentage to a Tulsi Gabbard type (without her local connections and incumbency) and full of the highest percentage of people who agree with Greenwald-ish malarkey?

In a D primary with a lot of residual conservadems? WV-3 or OK-2, probably. But you probably mean a district that’s reliably Democratic at all levels?

That said, just for funsies here are my guesses.

NY-10
NY-12
NJ-8

Maybe MI-12 if you want a district which is a bit of a surprise.
