Hmmm... applying the secular, quantitative standard of lives taken under their orders, it would be either Ghengis Khan or Mao Zedong (the estimates heavily overlap).  Given the nonexistent state of human rights law in the 1200's and the greater uncertainty over the estimates for Ghengis Khan, I would have to say it was Mao.

But it appears most of the deaths under Mao were unintentional.  That should factor into any equation concerning who the "worst" is.

“Evil” really isn’t an easy thing to answer. If you’re asking for the human being responsible responsible for the most amount of deaths, then that’s either Hitler or Mao, but again, even determining “responsibility” for deaths isn’t easy either.

If we're restricting ourselves to people who held significant power (and not say, random serial killers) my answer is Pol Pot. Cambodia under the Khmer Rouge seems like the worst place that has ever existed.
