New DRA feature incoming

The challenge will be finding good, useful COIs.

I played around a little with these new features last night.

Unfortunately, it doesn't seem like you can overlap multiple layers, which makes the process a little more time consuming. Fortunately, you should be able to get around that by making the multiple CoIs in separate layers.

A good move considering the emphasis DRA are putting on gearing to public during the upcoming redistricting process.
