I think he could have at least won New Hampshire in addition to everything Gore won, which would have been enough.

He could conceivably win by this much, especially if he chose Graham or Gephardt instead of Lieberman (who he would be very unlikely to choose). Shaheen would have been a solid choice that locked down New Hampshire as well:
