Apparently this is an old story, but I hadn't heard about it until today. Are there really Catholics who want Tolkien to get sainthood and hold any positions of power? Or is this just a pipe dream on the part of some Catholic LOTR fans?

It makes sense why they'd want him; Tolkien managed to keep his followers celibate in a way the Catholic Church never could.

Currently it's a pipe dream, but almost all canonization processes start out as pipe dreams, so at this point, who knows?

A majority of the really serious, invested Tolkien fans I know are women, and I met my most recent girlfriend through the fan community for his work, but I like to think I'm able to take a joke, so gr8 banter, m8. I r8 8/8.

I had known that he was an Anglo-Catholic, but I'd misinterpreted that as meaning he was very much a high-church Anglican in his beliefs, not that he was a Papist.  Anyways, I'm no expert Roman canonization, but unless there are some verifiable miracles not mentioned in the article linked in the OP, I believe the most he could hope for right now is being declared venerable.

Just to add another data point, my wife is a huge Tolkien fan as well.

I guess that would make Dave Leip a strong candidate for sainthood.

He would want none of it, and would instead suggest his mother as a candidate.

No, not at all: a sincere and deeply devout Catholic from childhood. Think you're confusing him with C.S. Lewis who, yes, became (and remained) an Anglican.

I kind of wonder why the Queen never knighted him.

He got a CBE towards the end of his life. That seems to be about par for the course for popular, well-regarded writers who don't have huge backing from the literary establishment; Pratchett was OBE for about a decade before he was knighted. "James Herriot" was OBE too, as was Brian Aldiss.
