Russia before 2017 was a gay Mecca for Central Asian and East European LGBTQ people. Over the course of less than 6 years Putin has shifted insanely right wing and have wholly adopted emigre conservative talking points developed in Washington DC as noted in his speech on the 2022 war and speech against Wagner. Rhetorically, Russia is trending the most far-right it’s ever been dragged down to since the banning of non-nobility from higher education in the late 1890s, and with American-style politics that have been failing issues over here.

One has to look no further than Belarus, which at least rhetorically does not stray too far off from the conservatism of Brezhnev, and the fact that they are much more stable as a society because that rhetoric doesn’t alienate newly urbanized people or ethnic minorities as much as the American style which in other nations leads to collapse.

The signs where there a lot earlier than that, the OG LGBT propaganda law passed all the way back in 2013, the mayor of Moscow had routinely refused to authorize Pride parades, judges blocked LGBT centers and activities for being anti-russian/culturally decadent,the ECHR case Bayev v Russia, etc etc

Although, given that Kadyrov likes to wear women's Pradas, and Putin likes high heels, the LGBTQ+ community is not alien to them at all.

Belarus isn’t as decentralized or as socially unequal as Russia, this is a fact.

I don’t think the grandpas of the mafias care about culture war to the extent Putin has been doing it.
For them, this is not a culture war at all, but a kind of hygiene, as it could be in the another world. They have rules that they can't shake hands with homosexuals or raped straight men, or just people with some peculiarities of sexual life (озабоченные), they can't talk to them, they can't show them sympathy, they can't eat from the same dish with them, they can't even come closer than two meters to them, and so on. They even try to beat suchlike people not with a hand or foot, but with a stick, so as not to touch with skin. The situation when Putin shakes hands with Boris Moiseev definitely liked them less than Putin.
