Given how dismal the democrats did in the RGV this election, this was a surprising unseating on a scale almost never seen before. A 60 point loss for an incumbent is almost unheard off. Should Margoed replace Blanced ?

Non-partisan ballot and until the year the city election was in May of the year after the presidential (only 30k votes last time).

Also, this is a runoff held last week and the another candidate is the popular former mayor who retired in 2017 (and he had endorsed Margo last time).

Could this have something to do with it?

That's a final nail in the coffin if I've ever seen one.

The first two factors would typically favour an incumbnet, loosing by 60 points as an incumbent is pretty difficult.

These mayoral races are officially non partisan so it's logical that you don't find anything about that.

It depends. If you are a deeply unpopular mayor, low turnout will hurt you more because the people who hate you are going to be more enthusiastic about voting and will be overrepresented at polls.
