In accordance henceforth to Section III, Article I, Clause II of the
Second Constitution of the Midwestern Region

Voting on the following measures shall commence
Friday, June the 23rd at 12 MIDNIGHT Central Time
and cease on Sunday, June the 25th at 11:59 PM Central time

The Midwest Voting Regualtions shall apply and may be viewed
here .
Voters are advised to consult them before voting.
Voters are also advised to read the relevant subject matter in full.

The propositions are as follows:

Prop. 1. Midwest wiki Proposition
Prop. 2. Re-re-re-re-re Prostitution Proposition
Prop. 3. Midwest Abolishment of the CPS Proposition.

Please vote aye, nay, or abstain on all of the propositions. Anything else
will be disqualified, and God help you if you try to fire-bomb this
voting booth.

My next post will contain the complete text of all three propositions. (I don't
see anything in the Constitution or Law that explicitly forbids this, and I'm too
lazy to create and then link to another page Tongue).

The amendments being voted upon.

Midwest Wiki Proposition:
It is hereby recogized as a duty of the Midwest Governor to maintain correct records, in a readily accessible form, as to
(a) the constitution, laws and regulations of the Midwest;
(b) the results of Midwest regional elections.

Re-re-re-re-re Prostitution Proposition
Section 1: Prostitution shall be legalized in the Midwest region, save where specifically prohibited by state or municipal law.
Section 2: All prostitutes must be over the age of 20 years, and must sign a legal statement that their actions are voluntary.
Section 3: Prostitutes are forbidden to have customers under the age of 18. Any state, county, or municipal statuatory limitations will also apply.
Section 4: State and local governments shall have the right to regulate the prostitution industry, including for health and safety purposes. Such regulations may include, but are not limited to:
    - Requiring use of a registered location while engaging in business (ie forbidding 'street work');
    - Requiring mandatory drug and venereal disease tests;
    - Mandating use of contraceptive devices during business activities;
    - Implementing limits on prostitution stricter then those specified in Sections 1 to 3 of this act.
Section 5: Where no state or local regulations exist as per Section 4, the following regulations shall be followed:
    - Female prostitutes engaging in sexual intercourse with a male customer will be required to either use pregnency-prevention contraceptives (including birth control, a condom, or a diaphragm) or sign a legal document beforehand waiving the right to seek child support from the customer.
    - Female customers engaging in sexual intercourse with a male prostitute will be required to either use pregnency-prevention contraceptives (including birth control, a condom, or a diaphragm) or sign a legal document beforehand waiving the right to seek child support from the prostitute.
    - All prostitutes shall be required to utilize condoms during any sexual activity, unless both the customer and the prostitute sign a legal statement waiving any right to legal action if a venereal disease is transmitted through the act.
    - Prostitutes shall be required to obtain testing for venereal diseases, including HIV, once a month. If a venereal disease is detected, the prostitute is forbidden from seeing further customers, until and unless the disease is no longer present or is in a noncommunicable stage.
Section 6: The Midwestern Regional goverment, as well as state, county, and municipal governments, shall hav\e the right to tax the services given by the prostitution industry.

Midwest Abolishment of the CPS Proposition
1. The Midwest Region hereby recognizes that taking a child away from the care and responsibility of their parents shall not be warranted unless they have committed a crime punishable by Regional law that directly affects the child.
2. The Midwest also recognizes that it is better for the Family and the welfare of the child to give the custody rights to Family or a close Friend, and not put the child in Foster Care.  Only after every Relative and Friend has been contacted and none are willing to take custody may the child be placed in an orphanage.  Any child over the age of 8 will be able to reject the prospective foster parent.  If someone fails to comply with this law they may be fined $500 or serve a month in Community Services.
3. The Midwest hereby resolves that the CPS is not a necessary Program.
4. In the interest of all the citizens of the Midwest and balancing the Regional Budget, the Midwest Child Protective Services are hereby eliminated.
