It's the same reason why, when Russia likely did this to a dissident in the US, we didn't raise hay and instead tried to minimise it and pretend it was an accident - we don't want dissidents to think this is what awaits them if they decide to come here and talk to us.

Exactly. Same thing with the Skripals. They could have easily just staged a mugging if they had just wanted to kill them, but instead they decided to violate the Convention on the Prohibition of Chemical Weapons just to "up yours" someone they didn't like and see if anyone would take any real action against them.
