The pending business is Tack's Amendment. Someone should open a vote on that.

Amendments have a minimum debate time in the Senate, plus the election cycle normally slows things down in the chamber.

Also technically the pending business was the final vote motion and it still is to an extent. Once an objection is filed against said motion, the Senator motioning for a final vote has the option to motion for cloture. The section isn't well worded of course, but would such a motion be made it could technically override the pending business and even then the pending business is still the final vote motion, with objection having been offered.

There was also confusion on the part of said Senator as to how the process worked and those concerns could not be addressed until I got home last night, which is when I posted the text.
