If I were to reform it:
--Scrap regions completely
--Westminster-like system; every citizen is member of the house. Senate elected at-large with the five top vote-getters elected for four month terms eery two months
--We all know the President does nothing, so let's make it a ceremonial position similar to a Governor-General or the Queen. No VP, or if there is a VP, make them powerless.
--As much as I hate to say it, because of our small numbers, a two, maybe three party system plus independents.
--Cabinet elected from the membership of the house (ie, the cabinet is directly elected).
That's just a few ideas, but I think it would be a good start. Getting rid of the regions is probably the most important one; they are probably the most significant cause of this overclogging.
