Really, I don't care because the UNSC should not be a relevant vehicle for managing global conflict.

But, if I had to choose, then:

1.  United States
2.  China
3.  Russia
4.  Germany
5.  A semi-permanent (5 year term, non-renewable) veto member unanimously nominated by the permanent 4 veto members and approved by a majority vote in the General Assembly
