Essentially, to lower the drinking age to 19:

Section 1: No State or municipality within the Midwest shall be permitted to prohibit the sale of any alcoholic beverage to anyone over the age of 19, unless such individual has been legally barred by a court or probation regulations
Section 2: No State or municipality within the Midwest shall be permitted to prohibit the consumption of any alcoholic beverage by anyone over the age of 19, except on public property, or within an automobile.
Section 3: Current laws covering the sale or consumption of alcoholic beverages not covered in Sections 1 or 2 still apply.

Any signers or suggested changes?

Bono got it. It's mostly pragmatism, but the argument is fairly valid, 14 year old freshmen won't be able to get alcohol from 18 year old seniors. And 19 year olds have absolutely no problem getting alcohol now anyway (I can personally attest to this from my experiences when I was 19)
