Very much so. He helped persuade Canada that independence was not the way to go, thus making it the greatest country on Earth.

Peter I of Russia. He created the Russian Empire, which would go on to shape the world in so many ways.

Peter the Great; while he didn't create the Russian Empire, he was responsible for Russia's transformation into a major power, which had great impact on World History.

Jefferson had the most impact upon world history of anyone on the list BUT many of his most important achievements (ie the Lousisana Purchase) occurred in the 19th century.
