So, you want to avoid a quasi-fascist authoritarian regime by going to the country with a considerably less democratic and more corrupt government that "represents" a nation that still refuses to properly acknowledge and apologize for their genocide against Bosniaks (due to their religion) a mere ~25 years ago? Sounds like a good idea...

Been to both (and to Belgrade twice); easily Budapest. Both are good cities but there's lots and lots more to do in Budapest. Belgrade's actual city center is relatively small, especially for a city of its size. That said, I like both cities and both countries and I would be happy to live in both.
