With a majority of senators voting to pass this bill, the vote will close in 24 hours or when all senators have voted, whichever is sooner, and any Senator who wishes to change his or her vote must do so during that interval.

HOUSE BILL


Be it enacted by the House of Representatives and the Senate of the Republic of Atlasia in Congress assembled,

Quote
SECTION I: NAME

1. This bill may be cited as the Protecting Innocent Tame Breeds from Unjust Laws and Liabilities Act, or alternatively, the PITBULL Act.

2. A 'dangerous dog' shall be defined as any canine that-
a. Has killed or caused serious injury to any person;
b. Has caused injury, other than killing or serious injury, to any person or has killed another dog; or
c. Bites or causes physical harm to a human being or animal.

3. 'At-risk' owner shall be defined as-
a. Any dog owner that has repeatedly violated local ordinance or statue concerning dog control; or
b. Any dog owner that has repeatedly ignored civil fines for local ordinances regarding dog control.

SECTION II: SUBSTANCE

1. All statutes and regulations which currently place additional legal restrictions, duties, penalties, or legal presumptions upon the keeper, owner or harborer of dogs based solely upon the breed of said dog, including but not limited to the breeds of dogs known as pit bulls, Rottweilers, Doberman pinschers, and Staffordshire terriers, shall not apply to any dog where ownership of said dog is legally protected under the Americans with Disabilities Act or the Fair Housing Act.

2. No local or regional ordinance shall prohibit or restrict the right to own a dog, unless a dog has been found to be dangerous as defined in this bill.

3. No local or regional ordinance shall prohibit or restrict the right to own a dog, unless a dog owner has been found to be at-risk as defined in this bill.

4. Nothing in this act shall be construed to remove legal restrictions, duties, penalties, or legal presumptions upon the keeper, owner or harborer of any dog based on prior misconduct of that particular dog or owner.

5. Any dog that has not been deemed dangerous by this law may not be euthanized by any local or regional government agency.
