There is a fairly high Dem floor here — even if you are running up the score with Cubans and Venezuelans, it's 20% black and 15% white. Difficult to imagine a Rubio campaign that wins Hispanics outright while also making substantial inroads in Overtown and with white gays in Miami Beach.

Why wouldn’t she carry the county?

Besides, she is far more likely to run against DeSantis.

It would be hard but not impossible, the thing is that democrats have a pretty strong floor in the county because of black voters + white liberals (many jews), so a such scenario would probably require a fairly low turnout among black voters.

Not likely at all but it really doesn’t matter. If Miami-Dade is remotely close Dems have no chance statewide. They won basically everywhere else in 2020 and still got clobbered, and even in 2018 when Rick Scott lost badly everywhere AND lost Miami by like 20 it still wasn’t enough.
