maybe North Korea is hoping they'll do the same in return 'cause if S.Korea sent the Norks their trash, it would add calories to their diet and dollars to their GDP

I think this could have been inspired partially by South Korean activists repeatedly using balloons to send propaganda leaflets into North Korean territory over the years.
