If Democrats were to get the trifecta of Presidency, Senate, and House, which candidates would push for the following reforms?

1.  End the Senate fillibuster
2.  Statehood for DC and Puerto Rico
3.  Add at least two seats to the Supreme Court
4.  Voting rights legislation to end voter suppression
5.  Commitment to spend about $200 billion a year to develop cheap clean energy and/or carbon capture

This should be the starting point for the Democratic agenda in 2021, but which presidential candidate, if any, would most energetically champion these reforms?

1. Probably none
2. I think Warren actually mentioned this in one her announcement messages or something? I wouldn't be surprised if this finally became a bigger part of the national political discourse, and I'm guessing almost every Democrat would support statehood for both, but I doubt that any Democrat would actively fight for it because it seems like such an uphill climb.
3. Probably none
4. Harris maybe? I think this would be a decently high priority for most candidates, though.
5. Climate change seems to be Inslee's pet issue, so if he runs I'm sure something like this would be a cornerstone of his platform (not that he's really a viable candidate). It's probably a priority for Sanders too.
