It includes ones who are leaving office soon, but still. Most of the ones leaving office are among the least popular. Since it's a slideshow here's the list:

With the exception of Sununu, all of the most popular governors who ran for reelection in November won in landslides (Baker, Hogan, Ivey, Hutchinson, and Abbott). Their approval ratings correlated very well with their electoral performances. And given how Sununu is Governor of an extremely competitive state, a 6-point win in a Democratic environment is still impressive enough.
