Many large companies sometimes use third-party companies to handle all matters (paperwork, etc) related to bringing in documented workers to help. But in this case, management hired directly by trump and his organization are the ones being scrutinized by investigators.

Green cards for employment are for people of rare skill and ability, as with engineers, college professors, and medical personnel, or perhaps film and TV stars. "I like Hungarians as employees" is not a valid  reason for seeking green cards for employees in jobs that Americans can do.

Green cards for people of ordinary skill could be for racial discrimination. Donald Trump's idea of equal opportunity seems to be tokenism, itself a form of bigotry.
