Created by the Social Security Act (along with Social Security), became really controversial in the 1980s, and was abolished in 1996.

You mean AFDC?   We still have "welfare."

AFDC arguably discouraged work and family formation, which the shift to TANF sought to address - though that shift caused problems of its own, and it seems let some of the very poor slip through the net.  Whether the combo of Welfare Reform plus increases in Earned Income Tax Credit was an improvement overall, there is an ongoing debate and I can't claim to know the answer. Certainly it could have been done better.
