I am willing to work with the FM but I think this is a little extreme. The fines are to promote a transition away from fossil fuels as global warming is an extreme threat to Fremont's very future. I'll be offering amendments later making this somewhat more reasonable.

Not only this but Fremont needs some of the revenue if we're going to push socialism and be able to fund it.

My amendments...I left the increase in  financial assistance as is for the most part, but ask for modifications  to YE's adjustments for financial penalty's having to do with co2 emissions.
