I support the right of people to secede. Exceptions include when secession is for the defence of slavery, ok alt-right libertarians.

Putting aside the logistics of creating hundreds (thousands?) of new enclaves, anyone who has so much as driven through a reservation would understand that allowing this would be inhumane in the extreme.

Not all reservation are in bad shape and they would know what ramifications they would be doing, and the indigenous people’s poverty is mostly structural against them.
