I'm just going to echo Sestak's concerns on the "Terrorist or Rebel Groups" section, why is that specific wording needed in this amendment?

Well, it's meant to represent enemies which are not a recognized nation, and it seemed like decent wording to me. If there's a better alternative, I certainly wouldn't mind amending it.

A final vote is now open for 72 hours or 24 hours after there are enough votes to pass or fail. Because this is a Constitutional Amendment, passage requires 2/3rds of the whole chamber.

I don't have any objections to this. If I would criticize anything, I think the executive branch should have more authority (this is an Atlasia only opinion). But the amendment is important.

As my final act serving in this honorable body, I would like to take the time and express my hope that when this is eventually debated before the House a real debate ensues even if the Amendment is, as I sadly expect it will, rejected.
