How could the vote be 14-7 if only 3 Republicans voted for it?  The Republicans have a majority on the committee, so that math doesn't make sense.

I think if the GOP loses the senate, which is quite possible at the time, McConnell won't be leader anymore at all and likely announce his retirement from the senate in 2020.

Nevertheless, Trump would obviously veto this bill and I'm not sure whether there is enough support in both houses to override it. At least in the current congress.

Should then Senate flip then McConnell will most likely be replaced as leader but McConnell will probably run again in 2020 and lose

FF move by Grassley, Flake, Corker and Tillis. I hope they lobby McConnell hard to bring this to the Senate floor.
