Is there a good reason for this? Like is the county party just wasteful with finances, or is the Morris County GOP falling on hard times in general? The Republican Party's political power here looks to be strong, even if Trump did under-perform notably in 2016.*

This is the county where I was born and have lived my entire life. They've been virtually unchallenged my entire life (and since long before I was born). They used to regularly pull 50,000 vote margins countywide without breaking a sweat. The educated suburban whites here, who form a very large proportion of the population, until very recently voted on taxes, taxes, taxes and cared about very little else, hence their kneejerk and reliable support for Republicans. So my guess is that the party has been pretty fast and loose with the finances, treating themselves on donor money while not having to worry about losing their positions. But now with the way educated suburban whites are trending thanks to Trumpism, particularly here with how badly the area got ed on the tax bill, and with Frelinghuysen retiring and the County Clerk under fire for circulating illegal memos, they're seriously under threat for the first time in history really, and they simply aren't equipped to handle it. They nearly lost Anthony Bucco's senate seat that's almost entirely within the county, and that was with Phil Murphy doing worst than Hillary in most of the towns in that district (including my own). I suspect that with them completely broke, facing scandal, unprepared to face down serious challenges, and being on the wrong end of prevailing partisan trends, Morris County may well see one of the biggest Republican collapses in the country, if not THE biggest. NJ-11 may well already be gone for Republicans. Murphy won it despite Trump winning it, Mikie Sherill has a great profile for the district and Republicans depend on getting big margins in Morris to offset increasingly-Democratic areas of Essex and Passaic, so if the Morris GOP is incapable of defending itself it'll be a double digit D win in NJ-11, it may well drag down Lance in NJ-07 as well since part of that district is in the county, and they'll probably lose the clerkship, freeholder spots, and a bunch of mayorships to boot.

Oh, most certainly. Morris doesn't have the minority population to support as solid a Dem edge as there is in Bergen, for example, but I could see a stubborn Dem edge of a few percent persisting for a while depending on later-Trump/post-Trump political developments.
