A really important compromise that was made with Mr. Reactionary in the Senate to ensure we aren't harming our relations with vital allies while avoiding working with nations that are causing unnecessary harm to innocent people. 

Also, given the work that was already done in the Senate, I'm going to go ahead and motion for unanimous consent to waive the 72 hour rule and proceed to a final vote. 24 hours for objections.

What was changed in the original version to "not harm our relations with vital allies?"
