I will grant that there have been a lot of rumors about Kennedy the last few months. Maybe Kennedy has told something to those in government, but doesn't want the public to know until he actually does it?

He's almost 80-years-old and his party is in control of the White House and Senate; this is inevitable every summer. We just went through several years of the same thing with Ginsburg.
