It's 53% Latino, but R+13. Any idea on candidates and chances to unseat Farenthold?

Basically impossible on current district lines. 53% is of the entire population; the percentage Hispanic is much lower when you count only eligible voters. Of course, this district is also subject to ongoing litigation and may not exist in its current form in 2018; if it's redrawn, the Democrats could certainly win a district drawn to be majority Hispanic VEP.

It's not just eligible voters, but also Hispanics (especially in Texas) turn out in much smaller numbers than other groups in elections.

This. Also, one of the reasons why Texas is still pretty much solid Republican even though 38.2% of the population is Hispanic.
