To eliminate or create a department how many votes are needed? I know departments are created or eliminated by congress, but does it require 2/3 of each congressional house, or does it need just a simple majority, like 218 reps and 51 Senators? This is the main thing I want to know. I've been searching online and can't find any info on this.

Also, is the process for creating or eliminating a department the same process as how bills become laws, or is it different? I assume it's the same, but I'm not sure.

Departments can be created and liquidated by statute. So can Federal Courts besides the Supreme Court.

Simple majority in both houses is needed for creation or elimination. And as far as the legislative process goes, there is nothing special about eliminating a department. Though as a practical matter it requires reorganization of other departments.
