In that case, the creditors are out of luck.

The President has no such power.  Article II, section 2 says that "he shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment."  A debt is not an offense against the United States.

I hope Trump's disgusting positions of basically non-help leads to 1-2 million more Puerto Ricans moving to FL and turning it fully blue.
