Why is this up for a final vote without any debate?

This bill previously the senate with a typo, and in the house it was amended to remove the typo before passage, so now its back to the Senate to revote on the bill without the typo for formalities sake.

Although the typo is still present in the above version of the bill. The House removed Title VII section 4 on copyrights.

Basically whenever any bill that passed the Senate but then was amended in the House and comes back to the Senate (or vice versa), it comes to a vote immediately and can't be amended further. It's in the rules because that's actually written in the constitution.
