In 1959, America's politicians decided to change their election system. Now, elections for president would be held every 2 years instead of 4, but primaries and conventions would be abolished. Instead, a national primary with all candidates would be held in late June, followed by a two-person runoff election in November. Political parties, thus, played a small role in presidential elections.

Actually, barring any butterflies not mentioned, the 23rd Amendment, having been ratified in 1961, would've allowed DC to vote in 1962.

Ummm..... all "mistakes" are due to butterflies, of course. The amendment, obviously, was written to come into action after the 1962 election, of course!
